Bryan M. Shane

Mr. Shane possesses the unique combination of senior management and consulting experience in both private industry and the federal government. For more than twenty- three years Mr. Shane has worked with his clients in a highly interactive manner to develop and implement tailored solutions to improve the operational and strategic performance of their organizations. His areas of expertise include: business planning, performance measurement, service improvement, business case development, outsourcing, and IT project management.  His well-developed coaching, motivational and communication skills enable him to build lasting relationships with individuals at all levels of the organization while delivering effective solutions to real-world problems.  Mr. Shane is comfortable working on either the program/delivery or the information technology side of the organization.

Professional Experience and Expertise

Business Planning and Performance Measurement

Designed business plans and transformation processes to help organizations focus their business by:

  • Defining vision, mission and business objectives;
  • Conducting a current situation analysis leading to the development of an integrated understanding  the business;
  • Identifying opportunities for change and improvement ;
  • Developing strategies and initiatives to link strategic direction to operational decision making
  • Developing operational plans and determining appropriate action plans;
  • Developing business planning processes to update business and operational plan

Developed Performance Measurement Systems through:

  • Developing a Leadership Driven Methodology to guide the development and implementation of PM Systems
  • Conducting Readiness Assessment to determine the state of existing business plans and performance measurement.
  • Developing PM Strategies to provide a roadmap for the development of PM Systems outlining the overall approach, roles and responsibilities, principles, stages in the development process and integration strategies
  • Developing balanced and index based performance measures to provide the feedback necessary to reward accomplishments and identify strategic issues interfering with the attainment of achievement of the organization’s mission and objectives
  • Conducting Information Gap Analyses to determine information requirements to support performance measures.
  • Developing Implementation Strategies to define data collection, analysis and reporting requirements
  • Developing performance measurement targets in the form of service standards and benchmarks

Service Improvement

  • Conducted Service Improvement studies of departmental operations with recommendations in the areas of organizational climate, structure, resourcing, staff competencies, business processes and service standards.
  • Conducted internal environmental scans to assess issues and identify potential solutions, with recommendations
  • Conducted external environmental scans to identify political, social, economic and IT  issues and identify potential solutions, with recommendations
  • Developed Client Services Management Strategies defining roles/responsibilities, services, service standards, and performance measures

Downsizing and Outsourcing

Completed a number of studies related to focusing business to core services through downsizing and outsourcing services including:

  • Defining services profiles for services to be outsourced
  • Defining roles and responsibilities for the selected vendor
  • Developing performance measures and monitoring techniques to monitor and address service issues
  • Defining the Management Framework to codify all elements of the working relationship with new vendor
  • Developing a draft downsizing methodology to justify the use of downsizing technologies including: the methodology, Implementation Strategy, Training Plan and  Security Stud

Business Case Development

  • Completed Request for Proposals outlining the Statement of Work and System Specifications needed to acquire the most effective vendor
  • Completed Business Cases outlining objectives, costs, risks, roles/responsibilities,  benefits, transition and procurement strategies

IT Project Management

  • Developed an Excellence Driven Approach (EDA) to major Project Measurement Conducted IT Feasibility studies to determine feasibility, use, applicability, benefits, risks and costs
  • Developed Strategic Office System Plans to drive the acquisition of new office system technologies
  • Developed Implementation Strategies to provide office systems to 4000 end users across Canada
  • Designed and developed a Project Offices to dedicated to the effective management of all national IT projects
  • Conducted IT Issue Identification Workshops to identify issues undermining the effective use of IT and to develop solutions to deal with these issues
  • Project manager for components of large national application development projects
  • Developed and implemented a Performance Measurement System for a large Application Development organization

IT Governance 

  • Developed IT Governance Approach defining roles/responsibilities, governance process, inclusion/exclusion criteria and evaluation criteria
  • Developed Governance Policy, Framework and Communication Strategy for a major IT organization
  • Developed IT governance roles and responsibilities, decision making process, assessment criteria ands implementation strategies.

Leadership Development

  • Developed a Course Measurement Index to measure the effectiveness of training from financial, design/delivery, knowledge acquisition and learning application viewpoints
  • Conducted a Needs Assessment to determine actual training, documentation and change management requirements;
  • Developed training strategies to guide the training and development program in large organizations
  • Conducted coaching and mentoring programs to improve leadership development and knowledge acquisition
